Positive Rule

A positive rule is one that improves your SERP when it's fulfilled; Pages are rewarded for satisfying the rule. Rewards are generally much weaker than punishements.

Negative Rule

A negative rule is one that reduces your SERP when it's missed; Pages are punished not for satisfying the rule. Punishments are generally much harsher than rewards.

Warning Rule

Doesn't alter SERP either way, but you may need to be made aware that some things aren't included in SERP calculations at all (like frames and IFrames).

Internal (same domain) links should not be broken. Broken links indicate a poorly run site, poorly run sites will have lower SERP than well run sites.

Google maintains a list of urls that it has flagged as either malware or phising sites. Page should be not be listed by google as malware through a tool called Google Safe Browsing. If your page is listed as either malware or phising, your SERP will be severely limited and Firefox will refuse to show your page.
Even if you only link to a page that's listed as either Phising or Malware, your SERP will be punished by the association.

The Spamhaus Domain Block List (DBL) is a realtime database of spam domains including spam payload URLs, spam sources and senders ('right-hand side'), known spammers and spam gangs, and phish, virus and malware-related sites.
If your page contains or points to content that include these links, you're residing in a bad neighbourhood and your SERP will be punished. As soon as the link is picked up by Google Safe Browsing, your entire site may be de-listed. See Page should be not be listed by google as malware.

Pages that contain offensive/derogatory language may be punished by search engines. We've even heard of adword clients that have been contacted by google, where google threatened to remove their ads unless they removed some offensive words from their source code - it wasn't even visible to users.
Clearly you should avoid having offensive or derogatory words on your site if you wish to make a professional impression, but it's also important from a SERP perspective.

The page content should not be too short - search engines assume that visitors will prefer pages with some content to them so therefore a lack of content will reduce your SERP. Try to make sure your page contains at least 300 words.

The keyword phrase density of the page should not be too low, that is, out of all the words on the page, your actual keyword phrase should be a significant percentage. Note the difference between the actual keyword phrase and the individual keywords, the phrase maintains the order of the words. This rule refers to the keyword phrase.

If you can't make your main domain include the keywords, consider creating a subdomain that contains the keywords. Pages where the keywords/keyword phrase appears in your url are considered very relevant to a search. Try to build your link structure in such a manner that the keywords naturally appear in the url. If they appear in the domain name instead of the directory structure/document name, then that's even better. All pages should contain a title element, and pages where the title element contain the keywords words are given a SERP boost. Try to have your entire keyword phrase the title tag.

When your page is a redirect, you lose a lot of PR that you've accumulated and start over. Also, all backlinks end up pointing to the wrong page.

Hyphens are good for separating words in urls. Underscores also work, but reportedly search engines prefer hyphens. Dynamic pages are hard to spider and spiders might determine to skip some or all of your pages! If you can, try to use url-rewriting tools to reconstruct your url so that the dynamic parameters are turned into a path or a document name instead.

A sitemap is easy to create and there's no real reason not to. There are several free tools out there, for instance www.xml-sitemaps.com. Not having a sitemap makes your site look poorly maintained. If you do have a sitemap, google will most likely crawl your sitemap frequently and detect any changes that you register in your sitemap sooner than it would otherwise have picked up on them.
